Thing from MULLIPHEN - Neptuno's World

This is something I recover last weekend from the Mulliphen, I don't know exactly where it was, was my first time there and got 5 ft viz, so, no much idea, may be about amidship on one of the superstructures .

If somebody have an idea of what is it, please share it with me, seems to be to fill something, it got residual red paint on it, so maybe something to do with the fire system.

The center part (looks like a plug but the tread is pointing out) was attach with an stainless steel cable going all the way thru the stuff and maybe going inside something on the deck (maybe a pipe, about 3/4")

seems like it has a plate on top with an identification or maybe the brand name but only the mark and part of the screws still there
